Basically it's a file/page retrieval function, I'm seeing it following Microsoft Server environment PROPFIND hits "Microsoft-WebDAV-MiniRedir/5.1.2600"
Sort of a wget?

The User Agent is just "HttpGetFile"

I haven't seen it either, but there are a couple of programming libraries with an
"HttpGetFile" function that probably uses that as the default user agent.
